Statement of Work:

CTA provides High End Information Technology Support to provide a variety of electronic business and information management engineering activities for the worldwide Government management agenda and other legislative initiatives in support of the Office of the Assistant Secretary of Defense Health Affairs.

CTA provides services necessary to achieve the goals of the President Bush’s Management Agenda in the Federal Military Health System by coordinating and implementing policies, procedures, programs, and technical standards necessary to acquire, manage, integrate, improve business processes and secure information technology systems and capabilities that supply the delivery of high quality, cost effective health care services across the operational continuum.

Services include electronic business, information management requirements engineering and integration; health science engineering applications development; and database application management. These services support projects that encompass federal electronic business initiatives, Military, federal and industry health studies, knowledge acquisition, analysis, design, development, change management, integration, documentation, acquisition, modification, installation, testing, training, operation and maintenance of hardware and software with Health information modeling and simulation in a military setting.

Services include the following activities:

  • Project management support to include project integration, communications, and reporting, procedural, personnel, administrative and contractual activity. Project will be evaluated and monitored for timeliness of deliverables, cost and quality service;
  • Provide project planning: prepare work breakdown structure, risk management plan and quality plan;
  • Provide project tracking and reporting: measure, track and evaluate progress against plan; resolve deviations from the project plan; review project tasks, schedules and resources and make changes and additions as necessary; administer project change control procedures; review work products produced by Government Communities of Practice Implementation project teams; conduct workgroup assessment teams;
  • Prepare monthly status reports: summarize project data on schedules, activities and expenses; identify concerns, issues, risks, resolutions of identified problems; project change control summary; provide financial estimates of costs of all expenditures; monthly labor hours report; accomplishments; provide information of available project dollars;
  • Conduct management practices activities: use models to assist Government organizations in maturing people, process, and technology assets to improve long-term business performance. The Government uses Capability Maturity Models (CMM). Provide structured documentation of process-improvement objectives and priorities, improved processes, and provide guidance for ensuring stable, capable, and mature processes;
  • Provide logistical and collaborative support to committees and workgroups;
  • Provide subject matter expertise for Government operations to include Health Informatics activities, modeling Enterprise Architecture components, planning and implementation activities related to committees and working groups, providing subject matter expertise to develop recommendations, and identify and coordinate other Federal agency and DoD working groups, information management or information system requirements;
  • Provide information technology investment portfolio activities required by the Clinger-Cohen Act of 1996: use disciplined capital planning and investment control to acquire, use, maintain and dispose of information technology; provide functional expertise to validate the information management capabilities portfolio and the information required for the Program Objective Memorandum, the Budget Estimate Submission, and President’s Budget.

Statement of Work:

CTA provides support of programs and health care issues in Health Affairs, Health Plan Operations, TRICARE Overseas, TRICARE Operations, and Deployment Health Support.

CTA provides Program Management Support which assists TRICARE Management Activity (TMA) in planning and managing its activities and programs. This included requirements analysis, acquisition support, budget planning and management, business process reengineering, program planning and execution support, and independent technical management support.

CTA provides the following supports:

  • Assists with the administration and policy development of the TRICARE Overseas Program;
  • Assist the Directorate with health care policy development, health care program support, data analysis, and development of functional requirements in support of military health system;
  • Provide scientific experts with knowledge of chemical, biological, radiological, and nuclear weapons of mass destruction to support the military health system with medical defense, policy development, planning and preparedness;
  • Provide experience in public affairs, legislative affairs to support planning, development, coordination, and release of information that may impact on military health system;
  • Provide program assistance to t he Assistant Secretary of Defense for Health Affairs regarding development and coordination agency communications and high level presentations, enterprise strategic planning and business development planning in support of Military Health System (MHS) Transformation;
  • Provide subject matter expert and consultative support in the Health Care Team Coordination for patient safety efforts of the MHS.
